New incentives for businesses discussed in Nakhchivan

On January 16, an event titled “Tax, Customs and Social Insurance Incentives in Nakhchivan: New Opportunities for Business” was held, jointly organized by the Ministry of Economy of the Nakhchivan Autonomous Republic and the Nakhchivan Autonomous Republic Entrepreneurs’ Confederation.

The main purpose of the event was to inform representatives of state institutions and businesspeople about the tax, customs, and social insurance incentives applied to entrepreneurs and those newly envisaged, as well as to discuss the work being carried out and the existing opportunities aimed at further improving the business environment.

Opening the event with a welcoming speech, the Minister of Economy of the Nakhchivan Autonomous Republic, Kazim Huseynaliyev, stated that as a result of the successful economic policy pursued under the leadership of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, the business and investment climate in the autonomous republic is being improved and relations between the state and entrepreneurs are being strengthened. The Minister noted that these incentives are another clear example of the attention and care shown by the Head of State to entrepreneurs operating in the Nakhchivan Autonomous Republic, creating broad opportunities for businesspeople to expand their activities, achieve new successes, and contribute to the economic development of the autonomous republic. Kazim Huseynaliyev also emphasized that in 2025, compared to 2024, increases were recorded in the autonomous republic in gross domestic product, industrial output, investments in fixed capital, retail trade turnover, paid services provided to the population, and cargo transportation volumes in the transport sector. In addition, the export geography expanded from 13 countries in 2024 to 15 countries in 2025, while export volume increased by 28.4 percent to USD 13.6 million.

Tural Abdulzade, Deputy Head and Acting Head of the State Tax Service under the Ministry of Economy of the Nakhchivan Autonomous Republic, spoke about improving tax administration in the autonomous republic, increasing transparency, and strengthening cooperation with entrepreneurs.

Ahmed Ahmedov, Head of the Department for Work with Business Entities and the Study of International Practices of the Tax Policy Main Directorate of the State Tax Service under the Ministry of Economy of the Republic of Azerbaijan, delivered a presentation on reforms in the tax sphere, international experience, and incentive mechanisms created for entrepreneurs.

Speaking at the event, Vugar Abbasov, Chairman of the Board of the Nakhchivan Autonomous Republic Entrepreneurs’ Confederation, expressed the position of the business community and shared his views on the impact of incentives on the real sector and the new prospects opening up for entrepreneurs.

Subsequently, a presentation on the tax, customs, and social insurance incentives applied from January 1, 2026, was delivered by Zahid Ganbarov, Head of the Taxpayers Service Department of the State Tax Service under the Ministry of Economy of the Nakhchivan Autonomous Republic.

Within the framework of the event, a panel session was held with the participation of representatives of the Ministry of Economy of the Nakhchivan Autonomous Republic, the State Tax Service under the Ministry of Economy of the Nakhchivan Autonomous Republic, the Ministry of Labor and Social Protection of the Population of the Nakhchivan Autonomous Republic, and the Nakhchivan Main Customs Department of the State Customs Committee of the Republic of Azerbaijan. During the session, questions from entrepreneurs operating in various sectors were answered, and detailed explanations were provided regarding the practical application of the incentives.
