  • 01. In what period are the projects submitted for evaluation by credit organizations entrusted to the Entrepreneurship Development Fund considered?

    Within 10 (ten) working days, the Fund reviews the projects submitted to be financed by the Fund's preferential loan funds and conducts preliminary monitoring of the investment projects submitted by authorized credit organizations on the spot, in accordance with the procedure determined by the Supervisory Board. Depending on the result of the examination, the Fund makes a decision to grant or reject applications and officially informs the authorized credit institution about it.

  • 02. After sending an order to the Fund on the allocation of credit funds by authorized credit organizations, within what period of time are the credit funds transferred to the account of the business entity?

    After finalizing all the documentation related to lending with the business entity, the authorized credit organization sends an order to the Fund for the allocation of credit funds. The Fund ensures the allocation of funds to the authorized credit organization within 3 (three) working days. After the allocated funds have entered the correspondent account of the authorized credit organization, the credit organization transfers the funds to the account of the business entity within 5 (five) working days and informs the Fund and the business entity about this.

  • 03. What are the limits of concessional loans of the Entrepreneurship Development Fund?

    Small loans: from 5.000 manat to 25.000 manat; Medium loans: from 25.001 manat to 500.000 manat; Large loans: from 500.001 to 10.000.000 manats.

  • 04. What is the duration of the Entrepreneurship Development Fund loans?

    For small loans - up to 3 (three) years; For medium-sized loans - up to 5 (five) years; Up to 10 (ten) years for large loans.

  • 05. How to get an equipment loan?

    Preferential loans of the Fund to business subjects who want to update their existing equipment or acquire new equipment by pledging the equipment are obtained by applying to authorized credit organizations in accordance with this Regulation.

  • 06. Under what conditions is the equipment loan granted?

    - the loan should not be less than 5,000 manats or more than 3,000,000 manats; - the term of the loan should not exceed 5 (five) years; - The annual interest rate of the fund should not exceed 2 (two) percent, and the annual interest rate applied by authorized credit organizations should not exceed 7 (seven) percent, and the annual interest rate of the loan should not exceed 9 (nine) percent; - the grace period should not exceed 12 (twelve) months, taking into account the time required for the installation of the equipment;

  • 07. "What are the annual interest rates applied to the concessional loans of the Entrepreneurship Development Fund?"

    The annual interest rate of the Fund's loans is 1 percent, and the annual interest rate applied by authorized credit organizations is no more than 4 percent, and the annual interest rate of concessional loans is set to 5 percent.

  • 08. How are payments for issued loans made?

    Entrepreneurial subjects must pay the interest debts on the concessional loans they receive every month in accordance with the terms of the contract. The principal debt is paid in equal installments starting from the next month during the remaining period after the end of the grace period.

  • 09. What is the grace period applied to the loans of the Entrepreneurship Development Fund?

    The grace period for the use of loans is determined based on the information on cash flow for each business entity granted a loan, depending on the nature of the activity, and may cover the first 1/2 period of the loan's use period.

  • 10. How is the control over the use of the loan funds allocated to the business entity at the expense of the funds of the Entrepreneurship Development Fund?

    Authorized credit institutions monitor the use of the Fund's concessional credit funds by each business entity for investment projects at least twice a year in accordance with the procedure determined by the Fund and report to the Fund. The structure and form of the report is determined by the Fund. When cases of non-use of concessional credit funds are detected during the monitoring carried out by the authorized credit organization, the authorized credit organization must demand the early payment of the unused part of the concessional loan and the interest debt calculated on it from the business entity. Regardless of whether the business entity fulfills its obligations or not, the authorized credit institution must transfer the unused part of the loan and the accrued interest to the Fund's account within 10 (ten) working days.

  • 11. Is collateral required to obtain this loan?

    Authorized credit organizations can request collateral from the business entity in order to reduce the riskiness of the loan, since they place preferential loan funds on their behalf and at their own risk. The possibility of pledging the property and other forms of security offered by the business entity as a guarantee for the loan is determined by authorized credit organizations.

  • 12. Is it possible to extend the payment period?

    Due to a significant change in conditions related to natural disasters, epidemics, epizootics, large environmental and other unstoppable forces (force majeure event), the restructuring of the debt obligations of authorized credit organizations to the Fund (postponement of the obligation) may be carried out in accordance with the procedure determined by the Supervisory Board.

  • 13. Entrepreneurs engaged in which sector of the economy can get a preferential loan?

    It is possible to obtain a concessional loan under the “Rules for Granting Concessional Loans from the Funds of the Nakhchivan Autonomous Republic Entrepreneurship Development Fund” and in accordance with the priority areas approved by the Supervisory Board of the Fund.

  • 14. During what period of time are the requests of business subjects regarding the use of the Fund's funds considered by authorized credit organizations?

    The authorized credit institution registers the applications and provides the entrepreneur with a relevant document confirming the registration of the application. The authorized credit institution not later than 10 (ten) banking days, analyzes the investment projects based on its business interests and the minimum requirements for the development of investment projects determined by the Fund and the evaluation criteria, and notifies the entrepreneur of the decision to finance the project or refuse to finance it.

  • 15. Where should an entrepreneur apply to get discounted loans? Is it necessary to come to the Entrepreneurship Development Fund or the head office of the authorized credit institution?

    According to the "Rules for Granting Concessional Loans from the Funds of the Nakhchivan Autonomous Republic Entrepreneurship Development Fund," business entities can apply for a loan only by officially submitting the relevant documents to the head office or branches of the authorized credit institutions.
