During the first 6 months of 2025, products manufactured in the autonomous republic were exported to Georgia, Russia, Yemen, Turkey, the USA, Kyrgyzstan, and other countries. The total export value amounted to 5.8 million US dollars, which is 16.0 percent more compared to the same period of the previous year.
In the first half of 2025, in order to expand export potential and study international experience, the participation of 45 entrepreneurs in 11 international events held in the country and abroad was ensured, and the products of 13 companies were exhibited at 3 international exhibitions. 183 certificates of origin were issued for goods exported from Nakhchivan, which is 10.2 percent more compared to the same period in 2024.
23 licenses were issued to entrepreneurs by the Ministry of Economy. 43.5 percent of these licenses belong to pharmaceuticals, 13.0 percent to express postal services, 8.7 percent to private medical services, and 34.8 percent to other types of activities. 4,399 permits were registered in the registry by the relevant institutions of the Nakhchivan Autonomous Republic, and 103.5 thousand manats were received in the budget from these permits. Compared to the same period in 2024, the number of issued permits increased 3 times, and the revenues increased by 85.2 percent.
In the first half of 2025, 7.4 million manats were allocated by the Entrepreneurship Development Fund for the financing of 77 projects.
73.6 percent of the total amount of concessional loans financed by the Fund was directed to industry, 18.3 percent to the production of agricultural products, and 8.1 percent to services. During this period, 8.6 percent of the allocated concessional loans consisted of small, 23.9 percent of medium, and 67.5 percent of large-sized loans. As a result of the loans issued, opportunities were created for the establishment of 80 new jobs.
During the first 6 months of 2025, concessional loans in the amount of 5.8 million manats were repaid. During that period, 2.1 million manats of problematic loans were also paid.
The number of authorized credit institutions cooperating with the Entrepreneurship Development Fund increased 2 times compared to the same period of the previous year, reaching 8.
The main part of the revenues of the budget of the Nakhchivan Autonomous Republic was formed through the State Tax Service.
During the 6 months of 2025, tax revenues in the autonomous republic amounted to 115.8 million manats against the forecast of 93.8 million manats, which is 23.4 percent more, and compared to the same period of the previous year, an increase of 18.6 million manats or 19.2 percent was recorded.
In the 6 months of 2025, revenues from mandatory state social insurance amounted to 86.4 million manats, contributions to the unemployment insurance fund amounted to 2.2 million manats, and revenues from mandatory health insurance amounted to 15.1 million manats.
During the reporting period, more than 22 thousand people were received by taxpayer service centers, and nearly 30 thousand services were provided, which is 22.2 percent more compared to the same period of the previous year. The satisfaction level from services provided at the centers was 99.5 percent. In the 6 months of 2025, more than 660 thousand various types of informative notifications were sent to taxpayers, 60 meetings were held, and 248 targeted services were provided to them.
The innovative project “Get VAT back,” which involves the return of part of the VAT in the autonomous republic, has been successfully continued. Since 2023, more than 3 million manats of VAT have been returned to consumers within the framework of the project in the autonomous republic. In January–June of this year, the amount returned to consumers increased by 20.5 percent compared to the same period of the previous year and amounted to 808.4 thousand manats. In the 6 months of 2025, the turnover of non-cash transactions increased by 31.4 percent compared to the same period of 2024, reaching 592.3 million manats.
Revenues from the leasing of state property to the budget amounted to 358.7 thousand manats, which is 221.4 thousand manats or 2.6 times more compared to the same period of 2024. During the past period, as a result of efficient management of state property, 122 new lease agreements were concluded, and the term of 107 lease agreements was extended.
In the 6 months of 2025, 55 state properties were privatized. 881.6 thousand manats were received from privatization. In total, during the 6 months of the current year, 1 million 240 thousand manats were received from the privatization and leasing of state property.
In the 6 months of 2025, the number of applications received through electronic services increased by 7.3 percent compared to the same period in 2024, reaching 3,135. During that period, 24 auctions were held, which is 9 percent more compared to the same period of the previous year. At the same time, during the 6 months of the current year, 4,967 real estate objects were registered, which is 1 percent more compared to the same period in 2024.
